How it works

Meters. Routes.
Settles. Bills.
Proves.

Seven stops, three clocks and one ledger. This page walks the engine end to end: what each stop takes in and hands on, what runs when, and the controls that keep every figure traceable to its meter, its rate row and the rule that produced it.

Seven stops, each handing on one thing.

Every room in the app is a stop on this road. Billing, certificates and the carbon-tax pack follow the statement.

The market day, gate by gate.

A trading day is 24 hourly trading periods in SAST, with no daylight saving. Your position is fixed the day before, corrected on the day and answered for the day after.

The day before, D−1

  • Standing data deadline
  • Day-ahead gate closes, for tomorrow and the six days after: 168 periods
  • The Market Operator publishes prices and schedules
  • Credit cover assessed, each business day
  • First intraday auction

Delivery day, D

  • 24 trading periods in delivery; meters read every 20 minutes
  • Four more intraday auctions, at 00:00, 06:00, 12:00 and 18:00, for hours not yet delivered. Each gate closes 60 minutes before delivery
  • System Operator instructions arrive and are answered

The day after, D+1

  • Imbalance priced against the schedule, hour by hour
  • Indicative settlement statement
  • Data verification closes
  • Initial settlement statement and invoice

The Market and System Operator are simulated until SAWEM opens, scheduled for April 2027

The month, and the year.

Behind the screens, jobs run on a published clock. Nightly runs re-forecast and settle; the 1st of the month closes the books.

Days of the month with scheduled work

  • 1stMonth-end chain: monthly settlement, chain reconciliation, statements, certificate accrual, billing and Money Room facts
  • 4thBackcast: last month's forecasts scored against what happened
  • 5thIPP programme: forecast generation, the hierarchy and energy available for sale
  • 20thNomination proposals for next month
  • NightlyRe-forecast, risk and settlement of closed periods as DRAFT
  • JulyThe carbon-tax return pack, filed by the company on eFiling

Settlement, one stage at a time.

The same five stages run for every contract and every period. Each stage's output is kept, so any figure can be walked back to the reading it came from.

  1. 1ResolveWhat each meter says for the period; where no meter can speak, the binding nomination
  2. 2MatchThe lesser of supply and demand, interval by interval, less network losses. Sell on sent, buy on delivered
  3. 3PriceThe contract's terms, split across peak, standard and off-peak, at effective-dated rates
  4. 4AdjustSpill, shortfall, banking and curtailment deemed energy, each as its own line
  5. 5LedgerDouble entry: every line has a partner, and the period sums to R 0.00

Statuses move one way

  1. Draft
  2. Preliminary
  3. Final

Disputed and Reversed sit beside them. A dispute reopens a period on purpose; nothing reopens silently.

  • Every run creates DRAFT. DRAFT and PRELIMINARY are reversed and replaced when a period re-runs
  • The monthly run moves DRAFT to PRELIMINARY
  • Only a person moves PRELIMINARY to FINAL. Nothing finalises on a timer
  • FINAL is never overwritten. A correction is a new version, and the old one stays readable

Evidence and controls.

Show the working is a product rule, not a slogan. Conservation checks, audit trails and packs that rebuild are screens in their own right, and nothing is marked ready while evidence is missing.

  • Rates are effective-dated

Tariffs, loss factors and network charges carry the dates they apply. A period always settles against the rates of its own dates.

  • Versions, never edits

A FINAL calculation is superseded by a new version. An issued invoice is corrected by a credit note.

  • Packs that rebuild identically

Statements, month packs and carbon-tax packs carry a SHA-256 audit index. Rebuild one from the same evidence and you get the same bytes.

  • Four eyes where money or risk moves

Risk limits, the kill switch and the automation level change only when a second person approves.

  • Engines compute, humans confirm

AI drafts, explains and proposes. Deterministic engines calculate. People approve. There are no silent AI decisions.

  • Missing is not zero

A stale meter is flagged before any Rand figure is shown, and missing information never counts as zero delivery.

Eight deal types, one engine.

Four pairs of parties, each physical or virtual. Every one settles on the same pipeline and lands on the same ledger.

Who contracts with whomPhysical PPA, PPPA-Virtual PPA, VPPA-
Off-taker buys from an IPPOFFTAKER_IPPWheeled from the IPP's meter to the off-taker's, matched each intervalA contract for difference against a reference, such as Eskom's refund credit
Off-taker buys from a traderOFFTAKER_TRADERDelivered from the trader's poolA contract for difference with the trader

How a virtual PPA settles.

The buyer stays on the grid and receives Eskom's credit for the wheeled energy. The contract for difference closes the gap to the agreed strike, so the buyer's effective price is the strike. If the credit is above the strike, the seller pays.

Contract for difference, 250,000 kWh consumed

  • Eskom creditR 180,000.00R 0.72 × 250,000 kWh
  • CfD paid to the sellerR 82,500.00(R 1.05 strike − R 0.72 credit) × 250,000 kWh
  • Effective costR 262,500.00= R 1.05 × 250,000 kWh, the strike exactly

A worked example. The generator's output is not used in this calculation.

Where it connects.

Webill Green is the client side of every institution it touches. It never runs their systems, and says plainly which links are live.

  • SAWEM

Bids, schedules, metering, imbalance and settlement statements, through gateways to the Market and System Operator. Clearing is never touched.

Live link waits on the operator's interface
  • Eskom

The Virtual Wheeling account register, refund credit notes and their 45-day aging, tariffs, loss factors, network charges and fuel prices.

    Built
  • Municipalities

Municipal tariffs, wheeling charges and wheeling contracts. Municipal accreditation gates which trader pools can operate where.

    Built
  • SARS

A deterministic DA 180 working pack with pre-filled DA 185 schedules. The taxpayer files; the platform stops at the bytes.

    Planned release
  • SAPP

A participant toolkit for the Southern African Power Pool: trades, positions, nominations checked against transfer capacity, and a shadow monthly statement.

    Simulated counterpart
  • API and webhooks

An OAuth API under /api/v1 for registry, submissions, meter readings, statements and invoices, with webhook deliveries that are idempotent and retried.

The terms, in plain words.

The same words are used on every screen and in every statement.

Wheeling
Moving energy across the shared grid from a seller's connection to a buyer's. The network delivers; the contracts decide who pays whom. Also the c/kWh charge for doing it.
Landed cost
Contract price ÷ loss factor + network charges: the all-in cost per kWh at the buyer's meter, held against the grid tariff.
TOU
Time of use: peak, standard and off-peak periods on the SAST calendar. Tariffs price by period and settlement splits energy across them.
Interval
A 20-minute energy quantity, the grain of classic wheeling. Virtual Wheeling uses 15-minute quarter-hours.
TLF and DLF
Transmission and distribution loss factors from Eskom's effective-dated tables. Sell on sent, buy on delivered.
UoS
Use-of-system charges for the transmission and distribution networks.
Physical PPA
Energy matched interval by interval, with losses and network charges, referenced PPPA-.
Virtual PPA
A financial hedge settled as a contract for difference, referenced VPPA-.
Virtual Wheeling account
One Eskom account with many generators and meters, credited monthly with one consolidated refund at 15-minute grain.
Wheeled Energy Refund
Eskom's credit on matched consumption, paid within 45 days.
Spill
Energy generated or contracted but not used under the contract. Unused contracted energy earns the spill credit, 40 c/kWh by default.
Banking
Carrying unconsumed wheeled energy forward as a credit, drawn oldest first.
Trader pool
A licensed trader's vehicle with no meter: it buys from generators and sells to consumers.
Nomination
A binding monthly, hour-by-hour declaration by flexible members, read by settlement where no meter can speak.
BRP
Balance Responsible Party: the seat financially accountable for schedule against metered actuals. One registration per organisation.
SAWEM
The South African Wholesale Electricity Market: day-ahead and intraday hourly auctions at one clearing price, run by the Market Operator within the System Operator's limits.
DAM and IDM
The day-ahead market, bid before 10:00 the day before for 168 periods, and the intraday market, five auctions that move only undelivered hours.
SMP
System Marginal Price: the single clearing price per hour that everyone trades at. Your offer decides whether you clear, not what you are paid.
Imbalance
The difference between contracted and metered energy per trading period, priced after delivery.
Statement
The immutable, content-hashed, versioned view of the ledger for one party.
REC
A renewable electricity certificate for 1 MWh, accrued from FINAL settlement. The platform mirrors the registry; it is not one.
COAS
The South African list a carbon credit must be on before surrendering it can reduce carbon tax.
Money Room
The organisation's energy profit and loss, built from documents rather than guesses.
Seat
A sign-in persona in one app. One organisation can hold several roles at once.
